1. Italian language test: applications for the A.Y. 2023-2024
Non-EU citizens residing abroad and requiring a Study Visa must take a B2 Italian language test for admission to Sapienza’s Degree programmes taught in Italian.

2. Mandatory pre-selection for A.Y. 2023-2024
For some Bachelor’s and some Master’s degree programmes taught in English, and for some taught in Italian, see the list, it is expected to comply with an online pre-selection on MoveIN platform, with release of a pre-acceptance letter.
The pre-acceptance letter is:
- mandatory for all non-EU citizens residing abroad, see point 6, in order to complete procedures related to pre-enrolment and Study Visa request on Universitaly (if you are not registered on Universitaly yet, please follow this link https://www.universitaly.it/index.php/registration)
- optional for EU citizens wherever resident and non-EU citizens residing in Italy, see point 6
In case of positive outcome of the pre-selection procedure, it is necessary to register on Infostud in order to have a student ID number (matricola) and be able to download the pre-acceptance letter.

Please note that the positive outcome of the pre-selection process does not guarantee the enrolment in the degree course. Pre-selected students have to submit all mandatory documents for enrolment (see point 3 for Bachelor’s degree and single-cycle degree courses and see point 4 for Master’s degree courses) to the Hello - Office for students with international qualifications that evaluates the eligibility of the submitted qualifications for admission to Italian Higher Education Institutions, according to the procedures set by MUR.
It won't be possible to enrol students who do not have the minimum requirements, even if they have already been pre-selected.
In the event of pre-selected students, possibly enrolled under reserve of submission of mandatory documents: the enrolment will be declared void and null if final administrative checks show the lack of minimum requirements.
3. Mandatory documents for enrolment – Bachelor’s degree courses and Single-cycle degree courses
Enrolment procedures such as completion, submission and administrative checks of mandatory documents will be carried out with online procedures.
Documents to be sent to Hello - Office for students with international qualifications for enrolment in Bachelor’s degree courses and Single-cycle degree courses:
- valid passport (or identity card, only for EU citizens);
- study Visa for “University enrolment” released by the Italian Diplomatic mission (Embassy or Consulate) in the Country where the candidate has his/her residence (for A.Y. 2023/2024 for non-EU citizens residing abroad and A.Y. 2022/2023 for Chinese students in the Marco Polo Project), see point 5;
- receipts of your residence permit request (only for non-EU citizens residing abroad who hold a study Visa 2023/2024). The request for an appointment for the Residence permit must be done within 8 days from arrival in Italy, in any postal office.
- valid residence permit card (only for non-EU citizens regularly living in Italy and Chinese students in the Marco Polo Project). If you are renewing your residence permit card, you will need a copy of your expired permit together with the post office receipts of your renewal application;
- high school diploma (obtained after at least 12 years of studies and enabling admission in first level University degree under the laws of the Country of issuance), original copy and related official sworn translation into Italian, or English
- statement of comparability and statement of verification issued by CIMEA (see important information on CIMEA here). It is necessary to upload all documents related to the whole study career, including possible “compensation year/s” (see below), in order to obtain a complete evaluation.
As for enrolment in degree courses entirely taught in English, if you obtained your qualification drawn up in English language, sworn translation into Italian is not necessary. The title can be submitted in English, but it is mandatory to submit the statement of comparability and the statement of verification issued by CIMEA (see important information on CIMEA here); - non-EU citizens residing abroad: for enrolment in degree courses taught in Italian, it is mandatory to submit an Italian Language Certificate of Proficiency with a grade not below the B2 level released by the CLIQ certification bodies, in line with the scientific standards set by the Council of Europe in the Common European Framework of Reference for Languages. The certificate is mandatory.
Alternatively, candidates must take the Italian language test in Sapienza and achieve at least a B2 level, see point 1. - pre-acceptance letter, see point 2, if mandatory as a prerequisite for the admission in the degree course
The whole mandatory set of documents has to be sent via email, in a single pdf, to studentistranieri@uniroma1.it indicating the following mandatory subject: “Ready for enrolment in: name of the course + course code + student’s ID (matricola) + student’s name and surname”.

Compensation year/s
If you obtained your title at the end of a school education of less than 12 years, you have to submit also:
- in the event of an eleven-year local school system: the academic transcript certifying the positive outcome of all the exams imposed for the first year of university studies;
- in the event of a ten-year local school system: the academic transcript certifying the positive outcome of all the exams imposed for the first two academic years.
The aforementioned additional and complementary certifications, submitted to compensate secondary school qualifications obtained after less than twelve years of schooling, allow the enrolment in the first academic year only, and cannot be further evaluated for enrolment with a course abbreviation, in order to avoid the double evaluation of the same qualifications.
Following titles can be accepted to compensate missing school years as well:
- an official Italian or foreign post-secondary study qualification, obtained in a non-university higher education institution in a subject related to the chosen course, lasting one year in the case of an eleven-year local school system, or two years in the case of a ten-year local school system, respectively;
- certificates from other Italian universities, related to the completion of a foundation course which compensates for 1 year of missing education. For information about Foundation year at Sapienza University of Rome please visit the dedicated page.
PLEASE NOTE:
Hello-Foreign Students Office has the right to verify that all submitted documents are genuine, as well as to request any additional documents deemed necessary to confirm the authenticity of submitted qualifications and the possession of entry requirements.
Therefore, if candidates submit a set of documents different from those listed above (e.g. Declaration of Value – DOV), Sapienza Hello-Foreign Students Office has the right to ask for CIMEA statements during the enrolment procedures, in case DOV is deemed not in line with the evaluation policies stated by the Ministry of University and Research https://www.studiare-in-italia.it/studentistranieri/
ADDITIONAL INFORMATION
Declaration of equal value (DoV):
- It always has to be issued by the Italian Diplomatic mission (Embassy or Consulate) in the Country in charge of the education system where each title has been achieved.
- All submitted qualifications (original and sworn translation), must be legalized (or with Apostille).
- It is mandatory to submit one DoV for each title: High School Diploma and possible Compensation year/s (if any).
- Candidates can submit one single DOV, in which all titles are reported, only if they are achieved in the same Country and they refer to the same education system.
- Please make sure that the DoV states:
1. the total number of school years attendance to achieve your title prior to university enrolment, and the possible Compensation year/s (if any);
2. that the High school diploma achieved enables admission in first level University degree under the laws of the Country of issuance.
The Hello - Foreign students office might schedule in person appointments to carry out an in depth check on documents submitted online, in order to establish their authenticity, so candidates are required to take hardcopies with them in case they are summoned.
4. Mandatory documents for enrolment – Master’s degree courses
Enrolment procedures such as completion, submission and administrative checks of mandatory documents will be carried out with online procedures.
Documents to be sent to Hello - Office for students with international qualifications for enrolment in Master’s degree courses:
- valid passport (or identity card, only for EU citizens);
- study Visa for “University enrolment” released by the Italian Diplomatic mission (Embassy or Consulate) in the Country where the candidate has his/her residence (for A.Y. 2023/2024 for non-EU citizens residing abroad and A.Y. 2022/2023 for Chinese students in the Marco Polo Project), see point 5;
- receipts of your residence permit request (only for non-EU citizens residing abroad who hold a study Visa 2023/2024). The request for an appointment for the Residence permit must be done within 8 days from arrival in Italy, in any postal office.
- valid residence permit card (only for non-EU citizens regularly living in Italy and Chinese students in the Marco Polo Project). If you are renewing your residence permit card, you will need a copy of your expired permit together with the post office receipts of your renewal application;
- university-level qualification (achieved after no fewer than 15 years of studies, including at least 3 at University level, enabling admission in second level University degree under the laws of the Country of issuance), together with copy of the academic transcript of records, both documents in original version and in official sworn translation into Italian (or into English)
- statement of comparability and statement of verification, related to the university-level qualification, issued by CIMEA (see important information on CIMEA here). When registering in the webpage DiploME, for the request of the CIMEA statements, it is necessary to upload all documents related to the whole study career, including the High School Diploma, in order to obtain a complete evaluation.
As for enrolment in degree courses entirely taught in English, if you obtained your qualifications drawn up in English language, sworn translation into Italian is not necessary. 5. Study Visa: Universitaly, mandatory online pre-enrolment for all non-EU students residing abroad
Online Universitaly portal has been opened for A.Y. 2023/2024.
Online pre-enrolment on Universitaly portal is mandatory for all non-EU students residing abroad, see point 6, requiring a Study Visa for enrolment and for entry in Italy. If you are not registered on Universitaly yet, please follow this link https://www.universitaly.it/index.php/registration
Pre-enrolment applications on Universitaly must be finalized and submitted by the candidates within 30 June 2023, in order to allow their validation by the University in suitable time for the processing by the Embassies/Consulates within the closing date of study visas release.
In the pre-enrolment applications process, candidates need to select the Italian Embassy/Consulate in their Country/place of residence. Non-EU citizens residing in a European Country have to select the Italian Embassy/Consulate in the European Country where they reside.
Students who are interested in one of the degree courses with pre-selection, see point 2, need to have their mandatory pre-acceptance letter. Pre-acceptance letter has to be uploaded by the candidates on Universitaly with the whole set of documents.
Please note: to allow the Office for Students with International Degrees to quickly proceed with the validation of applications on Universitaly portal, it is necessary to upload all mandatory documents (see here for Bachelor’s degree courses and Single-cycle degree courses and see here for Master’s degree courses). Incomplete applications will be re-opened to allow the candidates to integrate with missing documents and will be validated once completed.
For candidates who have chosen a degree course with restricted access
Universitaly pre-enrolment application will be validated just in case the candidate is among the winners of the ranking related to the chosen course. For procedures to be admitted to the ranking and related deadlines please check the call for admissions of your chosen course in the catalogue.
IMPORTANT
The sole validation of the pre-enrolment application does not guarantee the Study Visa issuance (which falls under the exclusive jurisdiction of Diplomatic Representations) and does not guarantee the enrolment in the course that will be completed if and only if the candidate correctly submits all the enrolment mandatory documents by the deadline as pointed out in the call for applications. For enrolment mandatory documents see point 3 for Bachelor's and Single-cycle degree courses and see point 4 for Master's degree courses.
In particular, we highlight what pointed out in the "PROCEDURES FOR ENTRY, RESIDENCY AND ENROLMENT OF INTERNATIONAL STUDENTS AND THE RESPECTIVE RECOGNITION OF QUALIFICATIONS FOR HIGHER EDUCATION COURSES IN ITALY VALID FOR THE ACADEMIC YEAR 2023-2024" published at the following link:
1. the prior acceptance of a candidate by the university does not confer any right to obtain a visa, bearing in mind that this fulfilment is the exclusive jurisdiction of the individual diplomatic-consular missions;
2. obtaining a visa for study purposes issued by the competent diplomatic-consular mission does not confer any right to complete enrolment in a course of study, bearing in mind that this fulfilment is the exclusive jurisdiction of the individual institutions of higher education;
3. the prior acceptance of a candidate by the university does not confer any right to complete the enrolment, even in the cases of:
- obtaining the relevant visa;
- physical presence in the national territory;
- eligibility and/or effective disbursement of scholarships/contributions of any kind;
- conditional acceptance of the candidate in order to be able to start learning activities;
taking into account that for the purposes of enrolment, universities will have to verify the actual eligibility of the foreign qualification and the authenticity of the documentation produced.
Depending on the characteristics of the courses of study chosen by the individual candidates, higher education institutions should gather all the certificates necessary for assessing the suitability of the foreign qualification and for verifying its authenticity before submitting visa applications, in order to avoid that a validly pre-registered candidate fails to finalize the enrolment once arrived in Italy.
Finally, if the institution of higher education is unable to complete the enrolment of the international student, it must promptly notify the diplomatic-consular Mission for the purpose of the immediate cancellation of the entry visa by the latter.

6. International students – check your citizenship status
On the basis of the Ministerial regulations, degree programs admission and enrollment procedures may vary depending on your personal situation.
In order to know which procedures to follow, find out here below which of the following categories you should refer to.
- You should refer to the procedures applicable to “Italian citizens with a foreign qualification, EU citizens wherever resident and non-EU citizens residing in Italy” if:
- you are a citizen of an European Union Member State or of Norway, Iceland, Liechtenstein, Swiss Confederation, Republic of San Marino and Vatican City State;
- you have dual citizenship, one of which is of an EU Country;
- you are a citizen of a non-EU country but you hold one of the following residence permits issued by the Italian Government:
- EU residence permit for long-term stay;
- residence permit for subordinate work or for self-employment;
- residence permit for family reasons;
- residence permit for asylum, for subsidiary protection or special reasons;
- residence permit for religious reasons;
- residence document in electronic format for UK citizens issued on the basis of the Art. 50 TUE – Art. 18.4 of the Withdrawal Agreement EU-UK.
- you are a citizen of a non-EU country but you have been a legally resident in Italy for at least one year and you hold an upper secondary school qualification obtained in Italy which gives you access to the chosen degree programme;
- you are a citizen of a non-EU country and you are enrolled in an Italian university, you hold a valid residence permit for study purposes and you wish to apply for a transfer or a change of programme for the following academic year. A change of program is only possible for student already enrolled in Sapienza;
- you are a citizen of a non-EU country and you, one of your parents or your spouse is in service at a Diplomatic – consular mission or international organization working in Italy and accredited by the Italian Government or the Holy See.
ATTENTION: please remember that a Student residence permit issued to attend an Italian Language course, as well as an Exchange programme, is not valid for University enrolment as a EU-student, so you need to ask again for a Study Visa (via Universitaly) and a new related permit of stay. In this case, please refere to procedures for “Non-EU Citizens residing abroad and requiring a Study Visa”.
Hello - Office for students with international qualifications has the right to verify the documents related to your residence permit issuance.
If you want to enrol for the academic year 2023-2024, you have to follow the instructions given in the call for applications of the degree programme you wish to attend. Go to the catalogue.
- You should refer to the procedures applicable to “Non-EU Citizens residing abroad and requiring a Study Visa” if you are a citizen of a non-EU country, you reside abroad and you do not have the aforementioned requirements needed to be considered equivalent to an EU citizen (as listed in point a.).

Since you need a Study Visa, access the Universitaly portal in order to complete the online pre-enrolment application required to apply for it. For restricted access degree programmes Sapienza sets a quota of reserved places for non-EU students residing abroad. The quota of reserved places and the information about the admission test are provided in the single calls for applications and in our dedicated webpage.
- You should refer to the procedures applicable to “Marco Polo Students” if you are a Chinese citizen and you are taking part in the Marco Polo Project. For information about the online pre-enrolment applications for the academic year 2023-2024, please follow the procedures provided by MUR: Go to the procedures.
For restricted access degree programmes Sapienza sets a quota of reserved places for Marco Polo students. The quota of reserved places and the information about the admission test are provided in the single calls for applications and in our dedicated webpage.
It is pointed out that, in case of candidates having dual citizenship, one of which Italian or of any other EU country, the Italian or the other EU citizenship will prevail (law of May 31, 1995, no. 218, art.19, paragraph 2).
7. Master’s degree courses with requirements and personal knowledge assessment and mandatory pre-acceptance letter – enrolment procedures for non-EU students requiring visa and Chinese students in Marco Polo Project
Enrolment procedures:
- Read the call for application of your degree course: Go to the catalogue
- Complete the online preselection procedure to obtain the mandatory pre-acceptance letter, see point 2;
- Proceed with your Study Visa request on Universitaly portal within 30 June 2023, see point 5, uploading your B2 certificate in Italian language if your chosen degree course is taught in Italian, see point 1;
- Book your assessment of requirements procedure by paying the related 10-euros fee on Infostud, not later than 14 September 2023, and by uploading in Infostud the test code as indicated on the course call for application
- Send to studentistranieri@uniroma1.it the mandatory set of documents for enrolment, see point 4
- Wait for the outcome of your documents’ check by the office for Students with International Qualifications
- Finalize your enrolment procedure by paying your tuition fees, see point 15
8. Master’s degree courses with requirements and personal knowledge assessment and pre-acceptance letter – enrolment procedures for EU citizens wherever resident and non-EU citizens residing in Italy
As indicated in point 2, for these candidates the pre-acceptance letter is not a mandatory requirement, therefore enrolment procedures differ according to the candidate choice. Here below the two possible procedures:
Candidates who choose to enrol with the pre-acceptance letter:
- Read the call for application of your degree course: Go to the catalogue
- Complete the online preselection procedure to obtain the mandatory pre-acceptance letter, see point 2;
- Book your assessment of requirements procedure by paying the related 10-euros fee on Infostud, within the deadline as set in Art. 8 paragraph 2 of Students Regulations, and by uploading in Infostud the test code as indicated on the course call for application
- Send to studentistranieri@uniroma1.it the mandatory set of documents for enrolment, see point 4
- Wait for the outcome of your documents’ check by the office for Students with International Degree
- Finalize your enrolment procedure by paying your tuition fees, see point 15
Candidates who choose to enrol without the pre-acceptance letter:
- Read the call for application of your degree course: Go to the catalogue
- Register on Infostud to obtain your student ID number (matricola)
- Book your assessment of requirements procedure by paying the related 10-euros fee on Infostud, within the deadline as set in Art. 8 paragraph 2 of Students Regulations, and by uploading in Infostud the test code as indicated on the course call for application
- Send to verificarequisiti.studentistranieri@uniroma1.it the mandatory set of documents for enrolment, see point 4, including a copy of the degree programmes detailed by discipline, with the indication of the hours of lecture attended and the theoretical and practical activities provided for the achievement of the foreign degree, carrying the original stamp of the university and translated into Italian or into English. For such a document, no sworn translation is required
- Wait for the final outcome of the procedure and finalize your enrolment by paying your tuition fees, see point 15.
9. Master’s degree courses with requirements and personal knowledge assessment, without preselection and without pre-acceptance letter – enrolment procedures for all candidates
In case the chosen Master’s degree does not imply a preselection and a pre-acceptance letter as a prerequisite for the enrolment, the following procedure has to be followed by all students with an international qualification regardless of their citizenship:
- Read the call for application of your degree course: Go to the catalogue
- Register on Infostud to obtain your student ID number (matricola)
- Book your assessment of requirements procedure by paying the related 10-euros fee on Infostud by uploading the test code as indicated on the course call for application, within following deadlines:
- 14 September 2023 for all non-EU students requiring visa and Chinese students in Marco Polo Project
- dates as set in Art. 8 paragraph 2 of Students Regulations for all Italian students with an international qualification, EU citizens wherever resident and non-EU citizens residing in Italy
- Send to verificarequisiti.studentistranieri@uniroma1.it the mandatory set of documents for enrolment, see point 4 (non-EU students residing abroad can send their study visa and their residence permit request at a later stage) including a copy of the degree programmes detailed by discipline, with the indication of the hours of lecture attended and the theoretical and practical activities provided for the achievement of the foreign degree, carrying the original stamp of the university and translated into Italian or into English. For such a document, no sworn translation is required
- Wait for the final outcome of the procedure and finalize your enrolment by paying your tuition fees, see point 15 (before paying non-EU students residing abroad have to send their study visa).
10. Bachelor’s degree and Single-Cycle degrees with Admission Test (PIVC) – enrolment procedures for all candidates

11. Bachelor’s degree, Single-Cycle degrees and Master’s degree with restricted access - enrolment procedures for all candidates

12. Peculiar cases
- If you are an Italian citizen and you achieved an international High School Diploma: your title allows you the continuation of studies in Italian Universities if it has been awarded on the basis of at least the last two years of attendance, with a positive result, in the foreign education system.
- If you hold a United States High School qualification, or a United Kingdom qualification or a title awarded by the University institutes of ecclesiastical studies located in Italy and approved by the Holy See, please read the attachment 1 of the Ministerial regulations for the a.y. 2023-2024. For legalization procedures related to Holy See qualifications, please refer to the related document.
- If you hold an Italian High school Diploma awarded in border schools or obtained at Italian sections of foreign schools; if you hold a qualification awarded in foreign schools operating in Italy or in European Schools (Law 151/1996); if you have the Diploma of International Baccalaureate, or the final qualification of secondary school Institutions of the Republic of San Marino, or a qualification awarded at the International School of Trieste, please read the Attachment 2 of the Ministerial regulations for the a.y. 2023-2024.
- In the event that the candidate for a study course presents a foreign qualification obtained after studies mainly carried out in Italy, the recognition, even partial, of this qualification is subject to the accreditation procedure of the institution operating in Italy, as established by Decree n. 214 of April 26 2004, “Regulation containing criteria and procedures for foreign higher education institutions operating in Italy for the purpose of recognising their qualifications (implementation of Article 4 of Law No. 148 of 11 July 2002)”37, in implementation of Article VI.5 of the Lisbon Convention.
13. Foundation Year
Foundation Year Programme was conceived for students who need to complete their basic education and/or who need to meet the minimum schooling requirements (12 years) outlined in current legislation for enrolment at Italian universities as set by MUR
Admission in the Foundation Year is open to:
- Italian and EU citizens wherever resident
- Non-UE citizens residing in Italy
- Non-EU citizens residing abroad who have to apply for a Study Visa request on Universitaly portal within 30 June 2023. If you are not registered on Universitaly yet, please follow this link https://www.universitaly.it/index.php/registration
Candidates have to:
- possess a secondary education leaving qualification (High School Diploma, Attestate, etc.) obtained after at least 11 years of schooling, on condition that it enables the student to university enrolment under the laws of the Country of issuance
- possessing an English language proficiency equivalent to CEFR level B2, to be proven with an official certification (IELTS, TOEFL, CFE, etc.) or, otherwise, to be assessed through an online interview organized by the University.
Once admission procedures have been completed, all winners have to send all mandatory documents within the deadline as set on the call for application.

14. Degree Programme Shortening
International students asking for an evaluation of their previous University career in order to obtain a shortening of their degree programme, have to submit following documents within 30 days from the date of enrolment (see Art. 17 in Student Regulations) soon after their enrolment via the new online ticketing system:
- University-level qualification officially translated into Italian, or English, and accompanied by the Statements of Verification and Comparability issued by CIMEA (see important information on CIMEA here) or by the legalization and the Declaration of Equal Value (DoV) issued by the competent Italian diplomatic mission (Embassy or Consulate) of the Country where the student obtained the title and in charge of the University qualifications system;
- transcript of records issued by the University, including all examinations taken, officially translated into Italian or English and legalized (or with Apostille);
- copy of the detailed University study plan for each learning activity, with the total number of study hours, for theory and training, completed to obtain the foreign academic Degree. This document has to be signed and stamped in original by the University and has to be translated into Italian or English. This syllabus does not need a certified translation;
- application form for the abbreviation of the degree programme, duly filled out and accompanied by the on line payment receipt of the 16,00 Euros duty stamp.
Please Note
As for enrolment in a bachelor or in a master degree course entirely taught in English at Sapienza, if the student achieved a diploma drawn up in English language, it is not necessary to send the official translation into Italian. The qualification can be submitted in English, but it is mandatory to submit the Statement of Verification and Comparability issued by CIMEA (see important information on CIMEA here) or its legalization (or Apostille) with Declaration of Equal Value (DoV). The transcript of records can be submitted in English but its legalization is mandatory in any case.
Students asking for a shortening based on a partial academic career, without a final degree achieved, have to submit their transcript of records duly legalized by the competent Italian Embassy/Consulate. CIMEA releases statements on achieved titles only.
The application for the shortening of the degree course has to be submitted through the online ticketing system soon after the enrolment in the first year of the degree course.

18. Important information for CIMEA statements
We strongly suggest you to start the procedures to obtain your CIMEA Statements of Comparability and of Verification as early as possible, by registering at the following link, considering that CIMEA announced that the service will be closed from 29 July 2023 to 3 September 2023. The service will re-start on 4 September 2023. Please note that the days of closure will not be counted as part of the time guaranteed for release of statements.
