Art. 23 - SERVICES FOR DISABILITIES

 

1.    Disability exemption. Those enrolled in the first year or in years subsequent to the first, with a recognised disability pursuant to Article 3, paragraphs 1 and 3 of Law no. 104 of February 5, 1992, or with a recognised civil invalidity, are only required to pay the stamp duty of €16 and are exempt from paying tuition fees pursuant to the resolution of the Board of Governors of July 23, 2019. Exemption is also provided for enrolment in single courses pursuant to Article 41 of these Regulations (Board of Governors resolution of October 28, 2021).

2.    Regional tax exemption. Students with a disability recognised pursuant to Article 3, paragraphs 1 and 3 of Law no. 104 of February 5, 1992, or with a civil disability equal to or greater than 66% are exempt from paying the regional tax (Legislative Decree no. 68 of March 29, 2012, Article 9 paragraph 2).

3.    How to generate the reduced contribution. In order to generate the payment of €16 (stamp duty), it is necessary to self-certify the exemption on Infostud from the function Profile> Disability-Specific Learning Difficulty>type of disability or impairment (“Profilo> Disabilità-Dsa>tipologia di invalidità o disabilità”). The enrolment payment slip, for first-time enrolment in a degree programme, must be generated by the Student Affairs Office to which the programme belongs.

4.    Documentation required to confirm the benefit. Students with disabilities referred to in paragraph 1 of this article, must send via email to the Unit for Students with Disabilities and Specific Learning Difficulties a copy of the disability certificate - indicating the percentage of disability, or for cases provided for by law, just the type of disability - or the disability certificate pursuant to art. 3, paragraphs 1 and 3 of Law no. 104 of February 5, 1992. The filing of the full disability certificate is compulsory if you want to take advantage of subsidised benefits. The certificate may be replaced by judicial orders that have become enforceable (see Inps communication no. 13007 of May 11, 2011).

5.    Application of benefits. The application of benefits is carried out on the basis of the indications of the Unit for Students with Disabilities and Specific Learning Difficulties, in accordance with the specific regulations.

6.    Admission test exemption. Students with disabilities who wish to enrol in a degree programme in which an admission test is required may be exempted from the admission test. The Unit for Students with Disabilities and Specific Learning Difficulties is available to provide information on the procedure to be followed for enrolment.

7.    Fines. Students referred to in paragraph 1 are liable to pay possible fines (in the ordinary amount) for late or missing payments.

8.    Isee 2024. Students referred to in paragraph 1 of this Article are not required to enter their Isee 2024 value for the right to academic education on Infostud.
