This PhD Programme pursues the prestigious tradition of public law studies within our University since its establishment. Moreover, the programme trains researchers in investigating concerns within public laws from different perspectives. These include the study of the Italian judicial system and comparative and international law, with specific reference to human rights . To achieve this, it focuses on the analysis of contemporary state law, including the theory of comparative constitutional law, European public law, environmental law and the laws of economy and human rights. The PhD programme is organised around four topics: a) the theory of state and comparative political institutions; b) public economic law; c) European environmental administrative law; and d) international order and human rights. Ph.D Programme in International European Administrative Environmental Law Contemporary Environmental law and regulations combine different judicial systems. At the same time, environmental law is an important component of many diverse areas of law. Environment new regulation can cause several conflicts as well mutual consent. Students will study this subject by considering both a multilevel approach as well as a comparative method. The aim of this programme is to provide ideas, tools and reading tools for interpreting theoretical and practical issues directly related to today's management of this sector. Ph.D Programme in State Theory and Comparative Political Institutions This programme aims to train experts inquiring into contemporary State issues with regards to their theoretical and institutional outline and throughout a comparative constitutional law approach. This PhD is sponsored by public law Professors of the Political Sciences Department and it is the only course of its kind in Italy. It is moreover related to the ancient tradition of comparative studies carried out by Political Sciences Faculty and more in detail by well-known Professors like Rossi, Mortati, Lavagna, Galeotti, Galizia, Amato. Ph.D Programme in International Order and Human Rights An objective of the programme is to coach future professionals in the human rights sector through an international law perspective. Founded in 1998 by Professor Saulle, the importance in Italy of this university specialisation and research course is well established at a national level. In addition to immersing the PhD student deep in university research, the course will train skilled specialists who will find career opportunities in both national and international research bodies specifically attending minorities, immigrants and other risk categories (women, children, disabled, prisoners). Another objective is to enable PhD students to actively work within national and international institutions (both governmental or NGOs) that directly or indirectly promote fundamental human rights protection. To achieve these challenging objectives, within an increasingly competitive national and international stage, the programme offers an interesting training process based on several innovative and complementary approaches: including opportunities for interaction with civil society, as well as the outcomes of the research conducted. Ph.D Programme in Public Economic Law The Programme is divided into two courses. The first, called "Economics and Institutions", has the aim to provide the future PhD’s with a training about the positive and methodological aspects of the Economics public Law, following a study tradition inaugurated by Giuseppe Guarino at the Sapienza Faculty of Economics. The course is made up of different scientific and didactic courses for the training of a jurist able to understand the global evolution in Law. In fact, global competition has required a revision of the existing institutional structures from a public and private point of view, largely shaped on national economic processes. Currently the administrations and public bodies on national, European and international level are drastically changing, above all regarding the areas of the organisation and evaluation of the production of goods and public services. In addition within private enterprises there are serious strategical and organizational changes which impact on many aspects of law. The course has the aim to offer a scientific analysis of the existing institutional structures and methods to evaluate complex phenomena, as well as general aspects of governance about private and public institutions. The programme will also offer a series of courses able to satisfy the needs of a scientific training of the most relevant fields of the processes. The second course, called "Comparative European public administration", has the aim to deal with: (a) administrative systems, considered both under the juridical profile and the organizational one; (b) the evolutionary process of renewal, adjustment and transformation taking place in public administrations, regarding Countries in the European Union (or potential new members); c) knowledge and study of the organization and the administrative action of the European Union and its problems; (d) the evolution study of the protection systems in the single Member States and in the European Union, paying attention to the relationship between the different Courts. The course is particularly directed towards an understanding of the role that the public administrations have in carrying out the day-to-day reality of European Countries, with a pre-eminent consideration of the important economical phenomena and their social and institutional involvement, taking into account the development phenomenon of administrative regulative authorities within strategic sectors. Strictly connected with the above mentioned subject is the attention paid to the juridical profiles in relation with the administrative fulfilment of the community Treaties; on the level of a single member State or direct organization of the European Union characterize by now a consolidated "European administrative Law".
