Art. 16 - CANDIDATES WITH AN INTERNATIONAL EDUCATIONAL QUALIFICATION

 

1.    Students from non-EU countries who are legally resident abroad and hold an international educational qualification have a reserve of places defined as a “quota” for restricted access degree programmes.

Procedures for entry, residence and enrolment. Non-EU citizens regularly residing abroad, with an international educational qualification, who intend to enrol in bachelor's degree programmes, single-cycle degree programmes, two-year master's degree programmes, must compulsorily submit, by June 28, 2024, a pre-enrolment application through the Universitaly platform on the website www. universitaly.it and follow the procedures for the entry, stay and enrolment of international students to higher education courses in Italy for the academic year 2024-2025 indicated in the Ministry of University and Research (Mur) provisions, which can be consulted at the following link:

Visa procedures must be completed by November 30, 2024, unless otherwise specified in the above link.

Italian language test. If the chosen degree programme is delivered in Italian, it is necessary to take the compulsory Italian language test, which will be held on the date and at the locations indicated on the web page of the Hello - Foreign Students on the University website (except for the cases of exemption provided for in Part I, paragraph 6 of the interministerial circular). Non-EU citizens legally residing abroad with an Italian educational qualification are exempt from the Italian test.

2.    Italian citizens, EU citizens residing anywhere; non-EU citizens legally residing in Italy with an international educational qualification

Italian citizens, EU citizens residing anywhere and non-EU citizens regularly residing in Italy, referred to in Law no. 189 of July 30, 2002, holding an international qualification, may access degree or master's degree programmes, including those with restricted access, without quota limits.

3.    Admission procedures for degree programmes. In order to enrol, it is necessary to take part in the specific admission test for the chosen degree programme, following the deadlines and procedures indicated in the individual calls for applications available in the course catalogue on the https://corsidilaurea.uniroma1.it/en website, on the page of each degree programme under the heading "Apply". Both to participate in the admission test and to enrol, it is necessary to register on the Infostud system at the link https://www.studenti.uniroma1.it/phoenixreg/#/ and obtain the personal Student ID number.

4.    Documents for enrolment.

Conditionally enrolled students who have not produced the required documentation by June of the year following the year in which the application was submitted will have their enrolment cancelled, as set out in the "Procedures for the entry, stay, enrolment of international students and recognition of qualifications, for higher education courses in Italy" published by the Ministry of Universities and Research in collaboration with the Ministry of Foreign Affairs and the Ministry of the Interior.

5.    Tuition fees. Students who produce income in foreign countries and who, therefore, cannot produce the Isee declaration for the right to academic education for income produced in Italy pay a fixed contribution of a variable amount depending on the country of origin, as illustrated in Art. 18 paragraph 4. For incomes not declared in Italy, there is therefore no possibility of submitting the equalised Isee (Isee parificato).

6.    Economic means of subsistence. Please note that in order to obtain an entry visa for study purposes and, subsequently, a residence permit, international students must prove that they have economic means of subsistence for their stay, as set out in the " Procedures for the entry, stay, enrolment of international students and recognition of qualifications, for higher education courses in Italy", published by the Ministry of University and Research in collaboration with the Ministry of Foreign Affairs and the Ministry of the Interior (https://www.studiare-in-italia.it/studentistranieri/).

7.    Single courses. With regard to enrolment in single courses, please refer to the provisions of Article 41 of these Regulations.

8.    Withdrawal from studies. Withdrawal from studies (as per art. 48), carried out by non-EU nationals with a residence permit for study purposes, lose their residence permit and are therefore unable to enrol at other Italian universities for the same academic year. In order to enrol for subsequent years, it is necessary to submit a pre-enrolment application again to the competent Italian diplomatic Representation through the Universitaly online portal and follow the established procedures.

9.    Part-time learning. International students who request a change to the part-time learning scheme (art. 50) will continue to pay the tuition fees referred to in paragraph 5 of this article without any reduction. International students with tax residence in Italy for at least two years and, therefore, with an Isee declaration, may benefit from the tuition fee rate envisaged for part-time students.
