1. Reduced amounts based on Isee for the right to academic education.
Sapienza University allows students to obtain a reduction in the ordinary amounts referred to in Article 18 based on their Isee for the right to academic education, in compliance with the criteria of equity, proportionality and graduality.
For this purpose, the University groups Isee values into 3 ranges:
- range 1 (so-called "guarantee range") for Isee between €0 and €40,000;
- range 2 for Isee between €40,00.01 and €60,000;
- range 3 for Isee between €60,000.01 and €100,000.
In each of the three Isee ranges mentioned above, Sapienza University has defined precise correspondences between the Isee value and the single enrolment contribution to be paid. In the guarantee range, Sapienza University may adjust the single contribution rate curves no further than the value of the programmed inflation rate (TIP) for the calendar year in which the current academic year begins.
The formulas for calculating the amounts are given in the document published on the following page https://www.uniroma1.it/en/content/reduced-amounts-according-2023-isee-right-academic-education in the downloads section.
For Isee equal to or greater than €100,000 and for those who do not declare their Isee, the single contribution amounts are the ordinary ones.
The Isee for the right to academic education must be calculated at a Tax Advice Centre (CAF) or at Inps and is acquired by Sapienza University through the student career management system, subject to the explicit consent of the declarants.
2. What is the Isee for the right to academic education and how do you obtain it. The Isee 2024 for the right to academic education (Dpcm 159/2013 and subsequent amendments) is a summary index of the economic situation of one's family unit, which the student concerned must have compulsorily calculated at a Tax Assistance Centre (Caf) or on the Inps website. The calculation is free of charge and after approximately 10 days the student's Isee is registered on the Inps database. The Isee required for the 2024-2025 academic year is the Isee 2024 for the right to academic education, calculated either on the basis of the ordinary Isee (which takes into account the economic situation as of 2019) or - for those who qualify - on the basis of the current Isee (which takes into account the economic situation as at 2023). The Isee must be requested at the Caf or calculated on the Inps website.
3. Deadline for calculating the Isee for the right to academic education. In order to obtain your Isee 2024 for the right to academic education in good time, this must be calculated and registered in the Inps database by the deadline for the first instalment (November 5, 2024, or - for those enrolling in their first year - by the date specified in the call for applications for their degree programme). Since it takes several days between the time the request for calculation is made to the Caf and the time the Isee is registered in the Inps database, it is essential to go to the Caf at least 30 days before the first instalment is due.
4. Independent student status. Independent student status is verified when completing the Isee 2024 for facilitated benefits for the right to academic education. The requirements are:
a) Registered residence in accommodation not owned by a member of the original family for at least two years from the date on which the Isee is compiled (the declaration of change of residence as reported to the registry office of the municipality of residence will be taken as proof - a change of domicile does not affect the calculation);
b) income from employment or assimilated employment, declared for tax purposes, not less than €9,000 per year, for at least two years from the date on which the Isee is compiled.
The requirements must both be met, otherwise, the income and assets of the family of origin and all household members must also be taken into account.
All details can be obtained from a Caf, a welfare office, or from your reference advisor.
The condition of independent student refers to the ministerial regulation article 8, paragraph 2 of Prime Ministerial Decree of December 5, 2013, no. 159 Updated by Ministerial Decree of December 17, 2021, no. 1320 article 3 paragraph 1.
If as a result of inspections it is found that the requirements for independence from the family of origin are not met, the reduction of the registration fees will be revoked and the amounts will have to be paid at the maximum amount provided.
5. Current Isee. For 2024-2025 it is also possible to declare the current Isee, which allows the Isee value to be updated if the employment or economic situation has worsened compared to two years earlier, the reference for the ordinary Isee. To be eligible for the current Isee you must have verified:
- a change in self-employed or salaried activity (or in welfare, social security or allowances, including those exempt from Irpef) or alternatively a change in the total income of the family unit of more than 25%;
- a decrease in the family unit's movable and immovable assets (i.e. current accounts, houses, etc.) of more than 20% between what was owned on December 31 of the previous year and what was indicated in the ordinary Isee (2 years earlier).
The current Isee can therefore be obtained both for a loss of work activity and/or income and for a loss of assets. In the case of a reduction in work activity and loss of assets, both conditions can be entered in the current Isee in order to obtain a current Isee value that highlights the hardship compared to the economic variables of the two previous years entered in the "Dichiarazione sostitutiva unica" (ordinary Isee).
Please Note: the current Isee is valid for 6 months, therefore, considering that the deadline for the third instalment for the 2024-2025 academic year is March 27, 2025, the current Isee must be declared no earlier than September-October 2024.
It is only possible to request a change in the Isee to the current value if you have declared an Isee for the previous year and meet the requirements. For further information, please consult the dedicated page on the university website https://www.uniroma1.it/en/pagina/isee-declaration-tuition-fees-reduction
6. Authorisation to acquire the Isee from the Inps database. Once you have obtained your Isee 2024 value for the right to academic education (calculated on the ordinary Isee or on the current Isee value) you must authorise Sapienza University, through the Infostud system, to acquire the value from the Inps database, by selecting the appropriate option "Acquire Isee". If in the Inps database, at the time of Isee acquisition, the value calculated on the current Isee is present, the system will automatically acquire the latter.
7. "Isee not available” option. In exceptional cases, if the Isee has not yet been registered by the deadline of the first instalment, the student must in any case select the "Acquire Isee" option: the Infostud system will display the "Isee not available" box and will ask the student to declare whether the presumed Isee is lower or higher than the threshold for the no-tax area indicated in article 20. If the presumed Isee declared is lower than this threshold, an amount of zero is generated for university tuition fees, in addition to the regional tax and stamp duty. If, on the other hand, the declared presumed Isee is higher than the threshold, a lump sum of €300 is generated. With this option, the Infostud system nevertheless prepares a balance for the first instalment and an amount for the second and third instalments at the maximum value (for a total of €2,821 for Group I programmes and €2,924 for Group II programmes). The Isee 2024 value for the right to academic education must be acquired by December 19, 2024.
When the Isee is ready and registered in the Inps database, it will be necessary to check on Infostud that the value is actually present and, if necessary, re-execute the "Acquire Isee" function under the Profile section. In the event of problems, you must contact your student affairs office. If the Isee for the right to academic education is not acquired on Infostud by December 19, 2024, you will have to pay contributions at the normal rate at the maximum value. Requests for insertion or modification after this date will not be accepted for any reason.
8. The "Do not declare" option. Those who do not wish to use their Isee for the recalculation of tuition fees can opt on Infostud for the "do not declare" option and will pay tuition fees at the ordinary rate at the maximum value (€ 2,821 for Group I programmes and € 2,924 for Group II programmes). The "Do not declare" option is automatically entered by the system when the deadline for entering the Isee value has passed.
8. International students. EU and non-EU international students follow the procedures set out in Article 16 paragraph 5 for the determination of tuition fees.
9. Italian students with income earned abroad. Italian students who receive income abroad and therefore cannot calculate the Isee will pay the fixed amount referred to in art. 16 paragraph 5 according to the country in which the income is produced.
