1. What is part-time learning. Part-time learning means the possibility given to those who do not have the full availability of their own time to devote to study, to agree, at the time of enrolment or during subsequent years of enrolment, on a study plan per year with a number of credits varying between 18 and 45 credits (including credits for the final exam) instead of the 60 credits/year normally envisaged, in order to avoid becoming fuoricorso students.
2. Exclusions. The part-time learning scheme does not apply:
- to those enrolled in degree programmes in the pre-Ministerial Decree 509/99 academic system
- those enrolled in distance learning degree programmes in agreement with the "Consorzio Nettuno" and the University of Rome Unitelma Sapienza (art. 26);
- to those who have reached the end of the prescribed time for obtaining the degree (Art. 33) even if they only lack the final degree exam.
Any applications submitted in cases of exclusion will be automatically cancelled.
3. Application submission. The application is made on Infostud from 24 hours after payment of the first instalment for the academic year 2024-2025. For freshmen, the deadline corresponds to the date set for payment of the first instalment or, for non-restricted access degree programmes, to January 31, 2025; for those enrolled in years subsequent to the first, the deadline is December 19, 2024. The procedures are indicated on the university website at https://www.uniroma1.it/en/pagina/infostud-part-time.
After carrying out the procedure on Infostud, the application is automatically sent to the relevant Faculty.
A message indicating that the part-time learning application has been submitted will be sent by email to your institutional email address.
It is possible to withdraw the application within 7 natural and consecutive days of its submission.
The Faculty approves the applications by January 31 each year and the system sends the outcome of the evaluation via email to the institutional email address. The application for part-time learning may only be made once and, once it has been accepted, there is no possibility of withdrawing and returning to normal time.
4. Reductions in tuition fees. Those who obtain authorisation for the part-time learning scheme are entitled to a reduction in their tuition fees, to the extent indicated in the scheme below. The reduction in tuition fees applies from the year of enrolment in part-time learning and is in no case retroactive. The reduction is applied to the instalments following the first one. The amounts indicated in Table 1 of Article 20 of these Regulations do not apply to those who enrol in part-time learning.
a. Bachelor’s degrees. Anyone enrolling in a three-year bachelor's degree, in addition to the regional tax, pays tuition fees at the following rate:
- first and second year in part-time learning: 90% of tuition fees due;
- third year of part-time learning: 80% of tuition fees due;
- subsequent years of part-time learning: 60% of tuition fees due.
b. Two-year master's degrees. Anyone enrolling in a two-year master's degree, in addition to the regional tax, pays tuition fees at the following rate:
- first year in part-time learning: 90% of tuition fees due;
- second year of part-time learning: 80% of tuition fees due;
- subsequent years of part-time learning: 60% of tuition fees due.
c. Single-cycle degree programmes. Anyone enrolling in a single-cycle degree, in addition to the regional tax, pays tuition fees as follows:
- first, second and third year in part-time learning: 90% of the tuition fees due;
- fourth, fifth and sixth year in part-time learning: 80% of the tuition fees due;
- subsequent years of part-time learning: 60% of tuition fees due;
5. Relief for fuoricorso students. Those who enrol starting from the second year beyond the legal duration of the degree programme in the 2024-2025 academic year (e.g. second year as fuoricorso student, third year as fuoricorso student, etc.) will incur the tuition fee increase indicated in Article 29 of these Regulations. It is possible to avoid the increase by applying to switch to part-time learning using the procedures indicated in this article (Board of Governors' resolution of April 19, 2011). Those who have paid the increased first instalment, after switching to part-time learning, will receive an adjustment on the third instalment
6. Validity of reduced tuition fees. The reduced amount of tuition fees for part-time students is only valid for the agreed period; those who become fuoricorso students with respect to the agreed duration must pay tuition fees at the ordinary amount due based on the Isee value for the right to academic education valid for the relevant academic year, increased by 50%, starting from the first year fuoricorso (Board of Governors June 14, 2011).
7. Deadline for obtaining the degree. Those who are enrolled in part-time learning must pass all exams within a period of time equal to twice the agreed degree programme length (e.g. if the agreed course length is 4 years, exams must be passed within a total of 8 years). Once this period has elapsed, the credits acquired may no longer be deemed adequate for the required qualification and the Educational Board will, after appropriate checks, determine any new educational requirements for obtaining the qualification.
8. Graduation in advance of the agreed time. It is possible to obtain the degree even before the expiry of the agreed period, but in order to sit the final degree exam in advance it is still necessary to have paid the tuition fees due for the entire agreed period.
In this case, to determine the amount (necessarily lump-sum) of tuition fees, the following will be taken into account:
- the last Isee 2024 declaration for the right to academic education
- the amount of tuition fees for the academic year in which the degree is awarded;
- of the deduction envisaged for the missing period.
9. Degree programme change. In the case of a degree programme change (Art. 10) or in the case of an academic system switch (Art. 38), those already enrolled in part-time learning may submit a new application from November of the year following the one in which the degree programme change or academic system switch took place. With regard to the financial effects, in the year of the application to switch to part-time learning, they will be enrolled in the first year on part-time learning; the degree programme year and study plan will be determined by the competent Faculty bodies, on the basis of student career reconstruction.
10. Incompatibility. Those who choose part-time learning cannot request a career interruption (Art. 45) or freezing (Art. 47), nor can they request the family bonus benefit referred to in Art. 28 of these Regulations, nor can they request, within the year of transition to part-time learning, a degree programme shortening (Art. 49).
11. Duration of degree programme for the purposes of redemption for retirement. The option formulated for the choice of the part-time learning scheme cannot change the "legal duration of the degree programme" for the redemption of years for retirement purposes. The certificates will therefore indicate “legal duration of the degree programme”, which is valid for legal purposes, and “agreed duration of the degree programme”, which concerns the educational organisation of the degree programme itself.
