Waste & ADR Expert
The Waste and ADR Expert, is coordinated by the Head of the Special Office for Prevention, Protection and Supervision, to carry out the activities of ADR Consultant and Assistance to Employers for Waste Management.
They propose and carry out training courses on Waste Management, how to assign hazardous characteristics and how to manage temporary storage of special waste.
The Expert is at the disposal of employers and in general of all those working in the field for any clarifications or specific questions on Waste Management and can be contacted by email.

Assistance to employers in Waste Management
In order to assist Sapienza and in particular employers about waste management, the Waste and ADR Expert deals with:
- validate, from a regulatory point of view, a general Sapienza regulation, applicable to each local unit, for the management of special waste, from the moment it is generated until it is stored in an appropriate temporary storage area, before being collected by an authorised company;
- draw up specific procedures, appropriate to Sapienza, for the correct establishment and management of temporary waste storage facilities in the local units, under normal and emergency conditions, and for the identification of the requirements to be put in place for temporary storage facilities and for packaging and labelling methods;
- draw up specific and appropriate procedures for Sapienza to enable local units to correctly assign the CER code to the waste produced;
- periodically carry out inspections at the temporary warehouses (or cooperate in the identification of the same in the local units, where they have not yet been established) and acquire data on the type and quantity of special waste produced and information on the work processes that originated the waste itself, as well as verify the compliance of the warehouses also from the point of view of Legislative Decree 81/08 and the fire prevention regulations applicable to the individual premises;
- identify the correct way of packaging and labelling waste packages, both hazardous and non-hazardous, for each local unit;
- identify those cases in which analytical characterisations must be carried out on the waste produced;
- assigning CER codes to the new waste produced by the various local units and, in the case of hazardous waste subject to ADR regulations, assigning the relevant official transport designation, including the UN identification number;
- carry out the periodic training on special and hazardous waste and on Sapienza's general regulations for those in charge of managing the waste produced in the various local units and any other figures involved, given according to the organisational requirements of Sapienza and in the manner agreed with the Special Office for Prevention, Protection and Supervision;
- carry out an analysis of all existing contracts with waste collection, transport and disposal companies, including those subject to ADR regulations, in order to identify any shortcomings, imperfections, critical issues;
- propose appropriate clauses relating to waste legislation, to be included in ‘standard contracts’ with waste collection, transport and disposal companies, in order to allow full coverage of the various production units from the risks of legal non-compliance under environmental legislation;
- verify the correct transmission of the modello unico di dichiarazione ambientale (MUD);
- draw up, following the inspections at the individual temporary storage sites, specific inspection reports and the relative Piano delle Misure di Adeguamento according to the formats identified by the SPP.
Waste Management Training
The expert proposes and implements training courses on waste management, classification of hazardous properties and management of temporary storage of special waste.
The expert also provides information on periodic changes in environmental legislation that are of interest to Sapienza's departments.
Finally, they undertake to anticipate any future regulatory obligations in the environmental field that may be of interest to Sapienza's services (e.g. the forthcoming edition of RENTRI, which will replace the now obsolete SISTRI and will introduce a digital management model for the fulfilment of environmental obligations, such as the issue of waste identification forms and the keeping of chronological registers of loading and unloading, at least for hazardous waste).
