Art. 68 - INCREASED FEES FOR STUDENTS WHO ARE BEHIND SCHEDULE

1.  Requirements and terms

The increase in enrolment fees applies to those who have exceeded the normal duration of study by at least two years in order to obtain their degree (see articles in Chapter VII).

The increase applies:

- at a rate of 15% to those who are behind schedule starting from the second year;

- at a rate of 50% for those who are behind schedule starting from the third year.

The enrolment fees increased by 15% or 50% are in combination with the regional tax (€140) and stamp duty (€16).

The conditions specified are set out below.

A. You pay the enrolment fee with a surcharge of 15% of the amount due if, in the 2025-2026 academic year:

- you enrol in the second year "fuori corso" (behind schedule) of a bachelor's degree programme, second level two-year degree programme, single-cycle master's degree or unified master's degree programme;

- you have not opted for part-time study;

- you do not meet the merit requirements set out in Article 44 of these Regulations (ISEE up to €24,000 and 25 CFUs (university credits) earned between 10 August of the previous year and 10 August of the current year).

The 15% threshold may be increased to 20% in subsequent years of applicability, in the case of a lack of positive results in reducing the number of students who have exceeded the standard duration of their programme, given the negative impact on the University's budget and in consideration of the standard cost per student schemes for the ordinary financing Fund provided by the Government (resolution of the Board of Directors of 30 May 2023).

B. You pay the enrolment fee with a surcharge equal to 50% of the amount due if, in the academic year 2025-2026:

- you are enrolled in a bachelor's degree programme under the old university system (prior to Ministerial Decree 509/99) and your career has not yet been forfeited (Article 34);

- you are enrolled in the third year or above "fuori corso" (behind schedule) of a bachelor's degree programme, second level two-year degree programme, single-cycle master's degree or unified master's degree, you have not opted for part-time study and you do not meet the requirements set out in Art. 44 of these Regulations (Isee up to €24,000 and 25 CFUs (university credits) earned between 10 August of the previous year and 10 August of the current year);

- you are enrolled part-time (Art. 30) and have exceeded the agreed period for obtaining your degree.

C. The surcharges also apply if you pay the flat fee for students who declare income earned abroad (Article 38, paragraph 2).

D. The surcharges do not apply if you are enrolled in distance learning programmes that require a single flat fee (Article 38, paragraph 3).
