1. Requirements and terms for access to degree programmes
A. If you are a citizen of a non-EU country, are legally residing abroad, apply for a study visa and a first residence permit and hold a degree programme awarded by a foreign or Italian education system, you are included in a reserve of places defined as ‘quota’ for study programmes with planned number of places (Bachelor's degree programmes, single-cycle Master's degree programmes, second level two-year degree programmes).
To enrol, you must
- submit a pre-enrolment application by 30 June 2025 through the Universitaly platform (on the www.universitaly.it website) and follow the procedures for entry, residence and enrolment for the academic year 2025-2026 specified in the interministerial provisions, which can be consulted at the following link:

We would like to remind you that the provisions state that in order to obtain an entry visa for study purposes and, subsequently, a residence permit, it is necessary to prove possession of economic means of subsistence for the stay (circular of the Ministry of University and Research in collaboration with the Ministry of Education and Merit, the Ministry of Foreign Affairs and the Ministry of the Interior).
- participate in the access procedures specified for the degree programme you have chosen, specified in the degree programme catalogue, in the Enrolment section of each programme https://corsidilaurea.uniroma1.it/;
- take the Italian language proficiency test if the degree programme you have chosen is provided in Italian and your qualification is not Italian. The test will be held on the date and in the locations specified on the web page of the Hello Sector - International Students Secretariat on the University website (except for the cases of exemption provided for in the interministerial circular ‘Procedures for entry, residence, enrolment of international students and recognition of qualifications for higher education programmes in Italy’). All information on the operating procedures and the sessions in which the test will be held are specified on the dedicated page on the university website at the link (go to the page).
- submit the documents required under point 2 below.
B. If you are a citizen of Italy or of an EU country, or of a non-EU country but are legally resident in Italy and have been awarded a qualification from a foreign education system, you can access bachelor's degree programmes, single-cycle master's degree programmes or second level two-year degree programmes, including those with scheduled admission, without quota limits, by taking part in the admission procedures specified for the course you have chosen, indicated in the course catalogue, in the Enrolment section of each programme https://corsidilaurea.uniroma1.it
You will still have to submit the documents required under point 2 below.
2. Required documents
The documents specified are mandatory for those who have been awarded a qualification in a foreign education system, regardless of citizenship or residence.

The list of documents varies according to the type of degree programme:
A. Documents required for enrolment in three-year degree programmes and single-cycle master's degree programmes
B. Documents required for enrolment in second level two-year degree programmes
If you enrol or register with reserve, and you do not submit the required documentation by June of the year following the year of application, your enrolment/registration will be cancelled, as provided for in the 'Procedures for the entry, stay, enrolment of international students and the recognition of qualifications for higher education programmes in Italy" published by the Ministry of University and Research in collaboration with the Ministry of Foreign Affairs and the Ministry of the Interior.
3. Costs
If your income is generated in a foreign country and, as a result, you cannot obtain the ISEE declaration for the right to university education for income generated in Italy, you will have to pay a fixed contribution of a different amount depending on your country of origin, as explained in Article 38, point 2 of these Regulations.
For income not declared in Italy, it is therefore not possible to submit the ISEE parificato.
If, on the other hand, your income is generated in Italy, you will pay the enrolment fees based on the ISEE for the right to university education.
4. Single exams
The procedures for registering for single exams are set out in Article 26 of these Regulations.
5. Withdrawal from enrolment
If you are a citizen of a non-EU country with a residence permit for study purposes, if you withdraw from enrolment (Article 32), your residence permit will become invalid and, as a result, you will no longer be able to enrol for the same academic year at this or any other Italian university.
To enrol again for the following year, you will still have to re-submit your pre-enrolment application to the relevant Italian diplomatic authority via the Universitaly online portal and follow the procedures laid down.
6. Part-time
If you request to switch to part-time (Art. 30), you will continue to pay the contribution provided for in Art. 38, point 2 of these Regulations without any deductions.
If you have been a tax resident in Italy for at least two years and have declared your ISEE for the right to university education, you can benefit from the contribution scheme provided for those who are enrolled part-time.
