1. Benefits and conditions
A. The ISEE for the right to university education, which for briefness we will also refer to as ISEE, is a summary indicator of your household's economic situation (Prime Ministerial Decree 159/2013 and subsequent amendments) that allows you to obtain total or partial exemptions on the ordinary amounts of enrolment fees for degree programmes, specified in Article 38.
B. The ISEE must be calculated and declared every year. For the academic year 2025-2026, both the ISEE for the right to study calculated on the basis of the ordinary ISEE, which refers to the economic situation two years ago, and - if the necessary requirements are met - the ISEE at current value, which refers to the current economic situation.
C. If you do not wish to declare your ISEE for the right to university education and pay the ordinary value contributions (Article 38), you can select the “I do not declare” option on the Infostud system (see point 2 below).
D. You cannot obtain financial benefits based on the ISEE if:
- you have an ISEE value for university study rights exceeding €100,000. In this case, you will pay the standard enrolment fees (Art. 38);
- at the time of ISEE acquisition, you select the option “I do not declare”. In this case, you will pay the standard enrolment fees (Art. 38);
- you miss the deadlines for declaring your ISEE, as specified in point 3 below. In this case, you will pay the standard enrolment fees (Art. 38);
- you enrol in a degree programme that requires flat-rate enrolment fees (Art. 38);
- you are a foreign national, from an EU or non-EU country, and have not been resident in Italy for fiscal purposes for at least two years, or you receive income abroad, regardless of your nationality. In these cases, you will pay a fixed amount based on the country in which the income is produced, as provided for in Art. 38, point 2 of these Regulations.
2. Requirements for independent student status
A. Students who meet both of the following requirements are considered independent:
- registered residence for at least two years in accommodation not owned by a family member of the original household;
- declared income from employment or similar sources of at least €9,000 per year for at least two years.
B. If you do not meet both requirements, the income and assets of your family of origin will also be taken into account. You can obtain more detailed information from a CAF (tax assistance center), an aid organization, or a financial advisor.
C. The status of independent student is defined by Article 8, paragraph 2, of Prime Ministerial Decree No. 159 of 5 December 2013, updated by Ministerial Decree No. 1320 of 17 December 2021, Article 3, paragraph 1.
D. If, after auditing, your requirements are found to be irregular, your contribution reduction will be revoked, and you will have to pay the ordinary amount (Article 38).
3. Requirements for obtaining the current value ISEE
For 2025-2026, you can also declare the ISEE for the right to university education at the current value if your economic or employment situation has worsened compared to two years ago (on the basis of which the ordinary ISEE is calculated).
A. You can apply for the current ISEE if:
- You already have a standard ISEE;
- there has been a change in your employment (or in welfare, social security or compensation benefits);
- or the total income of your household has decreased by more than 25%;
- or there has been a reduction in assets (movable or immovable) of more than 20% between what you owned on 31 December of the previous year and what is specified in the ordinary ISEE (2 years earlier).
B. The current ISEE is valid for 6 months.
C. Given that the deadline for the third instalment is 26 March 2026, you must apply for the current ISEE from September-October 2025.

4. Procedures for calculating and acquiring the ISEE
You can request the ISEE calculation at a CAF (Tax Assistance Centre) or you can calculate it yourself via the National Social Security Institute (INPS) website. In both cases, the service is free of charge.
Within approximately 10 days of submitting the necessary data, your ISEE will be entered into the INPS database.
Sapienza acquires your ISEE for the right to university education through the student career management system (Infostud), only with your explicit consent.
To acquire your ISEE, log in to Infostud, go to the Profile function and select the “Acquire ISEE” option.
The system only acquires the ISEE valid for the right to university education. Therefore, make sure that the following statement is included on the ISEE calculation receipt: “Applies to subsidised services for the right to university education in favour of (your tax code)”.
5. Deadlines and fines for late payment
Below are the specified deadlines for acquiring the ISEE for the right to university education on Infostud and the consequences in case of delay.
A. By the specified deadline for payment of the first instalment: valid ISEE declaration.
Your ISEE value for the right to university education must be available for acquisition at the time of payment of the first instalment of the enrolment fees for the degree programmes.
The deadlines for paying the first instalment for 2025-2026 are specified in Article 42.
As it takes a few days to issue the ISEE certificate, we recommend that you contact the ‘CAF’ (tax assistance centre) at least 30 days before the deadline.
B. Until 18 December 2025: ‘ISEE not available’ option.
If you do not yet have your ISEE by the deadline for the first instalment, select “Acquisisci ISEE” (Acquire ISEE) on Infostud anyway. The system will give you the option to choose “ISEE non disponibile” (ISEE not available) and will ask you to specify whether your estimated ISEE is less than or greater than €24,000 (no-tax area threshold, Article 44). . There are no additional fines for selecting the “Isee not available” option.
B1. If you specify an estimated Isee of less than €24,000, the system will generate a payment slip for enrolment fees equal to zero (you will only pay the regional tax and stamp duty). By 18 December 2025, you must obtain your ISEE through Infostud and the system will confirm the payment already made or, if the actual ISEE value is higher than €24,000, the system will generate the amount (and any adjustment) of the second and third instalments based on the declared ISEE.
B2. If you specified an estimated ISEE of more than £24,000, the system will generate a payment slip for enrolment fees with a flat rate of €300 (in addition to the regional tax and stamp duty). By 18 December 2025, you must obtain your ISEE via Infostud, and the system will calculate the amount (and any adjustment) of the second and third instalments based on the declared ISEE. If the actual ISEE is less than €24,000, the system will generate a credit that can be used for subsequent payments.
C. From 19 December 2025 to 30 June 2026: ISEE acquisition with progressive fines.
From 19 December 2025 until 30 June 2026, you can acquire your ISEE value late on Infostud, paying a fine starting at a minimum of €50 and increasing by €2.50 for each day of delay up to a maximum of €100.
This fine is in addition to any further fines for late payment of enrolment fees (Board of Directors' resolution of 21 May 2025).
D. After 30 June 2026: payment of fees at the standard rate.
After 30 June 2026, you will no longer be able to obtain the ISEE and you will be required to pay the standard enrolment fees (Art. 38), plus any fines for late payment of enrolment fees accrued in the meantime (calculated in accordance with Art. 42).
