Sapienza Dual Use Research Guidelines

By resolution 265/24, the Academic Senate at its Nov. 12 meeting approved the Guidelines on Compliance of Research Activities on Dual Use Topics in Collaborations Outside the European Union, developed by the Panel on Dual Use Topics.

The guidelines developed by the Panel provide an overview of the regulations and propose procedures for competitive and commissioned research projects, with the involvement of CERT to review proposals in line with dual use regulations. In particular, the document outlines guidelines for managing compliance in research activities involving “dual use” technologies and products in collaborations outside the European Union. In fact, since 2021, with Regulation (EU) 2021/821, the EU has established control rules on the export of dual-use items for security purposes. This regulation, along with Recommendation (EU) 2021/1700, also applies to academic research, highlighting the need for a compliance program for research security. These guidelines, approved by the Academic Senate, set out the steps to be followed to obtain approvals and mitigate research security risks.
