Sapienza Dual-Use Research Guidelines
At its meeting on November 12, the Academic Senate approved the Guidelines on Compliance of Research Activities on Dual-Use Topics in Collaborations Outside the European Union, drawn up by the Panel on Dual-Use Subjects, by resolution 265/24.
The guidelines developed by the Panel provide an overview of the regulations and propose procedures for competitive and commissioned research projects, with the involvement of CERT to review proposals in line with dual use regulations. In particular, the document outlines guidelines for managing compliance in research activities involving ‘dual-use’ technologies and products in collaborations outside the EU. Since 2021, with Regulation (EU) 2021/821, the EU has established control rules on the export of dual-use items for security reasons. This regulation, together with Recommendation (EU) 2021/1700, also applies to academic research, highlighting the need for a compliance programme for research security. These guidelines, approved by the Academic Senate, set out the steps to be followed to obtain authorisations and mitigate research security risks.
