Strategic planning and performance

Sapienza plans its development strategies, objectives and activities through multi-year documents approved by the governing bodies and constantly updated.

Strategic plan

This is the tool that Sapienza uses to communicate its medium- to long-term development plans to all stakeholders, setting out the objectives, resources and tools necessary for implementing its strategies.

Strategic Plan

The 2022-2027 Strategic Plan is deeply linked to the role Universities are called to play in the current historical phase where the pandemic crisis and growing inequalities culminate in a global feeling of vulnerability and insecurity. Sapienza identifies knowledge and shared values as fundamental elements of citizens' wellbeing and confirms its responsibility to contribute to creating public value through its institutional mission.

In this perspective, the new Strategic Plan is also where Sapienza's mission, vision and values have been defined, no longer seen as static elements but as dynamic factors capable of changing and modifying themselves in perfect parallelism with our University's evolution.

The Plan defines a project for the future of Sapienza, outlining guidelines that can be translated into action to continue building a place of discussion open to new challenges and able to combine excellence with a feeling of belonging, first and foremost for our students.

Past Strategic Plans

Piano integrato di attività e organizzazione (PIAO - Integrated activity and organisation plan)

It is the single integrated three-year planning document, updated annually, introduced by Decree Law 80/2021 converted into Law 113/2021; It brings together planning documents relating to performance, communication, transparency, corruption prevention, remote working arrangements, staffing requirements and training strategies, developing them in a systematic manner and taking into account financial strategies and planning.

Sapienza's PIAO is the natural evolution of the integrated planning model introduced by the Agenzia nazionale per la valutazione del sistema universitario e della ricerca (ANVUR). With the ultimate goal of creating public value through administrative action, it is structured in accordance with the model plan issued by the Department of Public Administration in Regulation No. 132/2022.

Performance Report

The Performance report is the instrument through which the Administration sets out to citizens and all other stakeholders the results achieved during the reference year, thereby concluding the performance management cycle. From 2026, it will form part of the broader Integrated Report of the PIAO, drawn up in accordance with the Ministerial Decree of 30 October 2025, from which it can be extracted for the purposes of complying with the requirements of current legislation. The Perfomance report is drawn up in accordance with Article 10(1)(b) of Legislative Decree No. 150/2009, as amended and supplemented.
