Art. 56 - DISABILITY AND INVALIDITY

 

1.  Benefits and conditions

The requirements and terms for the allocation of benefits and services for persons with disabilities/invalidity are set out in the Regulations issued by Rector's Decree No. 1644 of 4 June 2025. Go to page

If you have a certificate of disability or civil invalidity (see point 4), you can take advantage of specific teaching support and services and are entitled to exemptions from enrolment fees for degree programmes as specified below.

A. If you have a disability recognised under Article 3, paragraphs 1 and 3 of Law No. 104 of 5 February 1992 and/or a civil disability recognised as equal to or above 66%, you only pay the annual stamp duty of €16 to enrol in degree programmes.

You will not have to pay the regional tax for the right to education or enrolment fees (Legislative Decree No. 68 of 29 March 2012, Article 9, paragraph 2, and resolution of the Sapienza Board of Directors of 23 July 2019). The exemption also applies if you enrol in degree programmes provided through distance learning, inter-university programmes with partner universities or programmes in agreement with Consortia (Article 38, point 3, letter D).

B. If you have an invalidity recognised as being between 34% and 65%, you will only pay the regional tax and the €16 stamp duty annually to enrol in degree programmes, and you will not have to pay enrolment fees.

C. The financial benefits specified in points A and B take effect from the moment the application is submitted and cannot be retroactive, except for the current academic year, taking into account the date of submission of the application for recognition of disability.

D. With regard to admission tests for bachelor's degree programmes, if you meet one of the conditions specified in points A and B above, you are entitled to exemption from the admission test for the assessment of your knowledge, but only for programmes that do not have scheduled admission. For admission tests for programmes with scheduled admission, you are entitled to request additional aids and time, in accordance with the instructions given in the calls for applications regulating admission to the programmes.

E. With regard to enrolment in individual exams (Art. 26), total exemption from the required fees applies to all the conditions described in points A and B above (resolution of the Sapienza Board of Directors of 28 October 2021).

F. Any fines for late payments are due in the ordinary amount.

G. The ISEE for the right to university education may be acquired for statistical purposes but is not mandatory if the requirements for exemption are evaluated and approved.

2. Procedures and contacts

A. To gain the exemptions granted, you must declare your condition on Infostud by selecting one of the following options:

- “Handicap L.104/92”;

- “Invalidity => 66%”;

- “Invalidity < 66%”;

also specifying the type of invalidity or disability and sending a copy of the certificate stating your invalidity/disability to: servizio.disabilita@uniroma1.it (see point 4).

B. If you are enrolling in a degree programme for the first time and declaring your disability/invalidity status, in order to take advantage of the support provided for entry tests and to pay the reduced fees, follow the instructions specified on the dedicated page of the university website.

C. If you enrol in years after the first and your disability/impairment has already been confirmed, you must pay the reduced fees through the Infostud system. In the case of late or non-payment on your part, any fines will be paid at the standard rate.

D. To obtain teaching support services, you must follow the procedures specified on the university website, where you will also find the contact details for the dedicated help desk.

3. Deadlines

The reduced fees must be paid by the deadline for payment of the first instalment of the fees for your degree programme, both for enrolment and for years after the first.

4. Certification of civil invalidity and disability

The certifications valid for entitlement to benefits are specified in the Regulations of University services for students with disabilities and SLDs (Rector's Decree No. 1644, ref. No. 79536 of 04.06.2025, Art. 3).

A. Civil invalidity certificate pursuant to Law 118 of 1971 and subsequent amendments, indicating the percentage of invalidity or, in the cases provided for by the provision, only the type of invalidity; the submission of the invalidity certificate in its entirety is mandatory if you wish to take advantage of customised services;

B. Certification of disability pursuant to Article 3, paragraphs 1 and 3, of Law No. 104 of 5 February 1992. The certificate may be replaced by judicial decisions that have become enforceable (see National Social Security Institute (INPS) communication No. 13007 of 11/05/2011).
