Art. 44 - ISEE FOR THE RIGHT TO UNIVERSITY EDUCATION AND ACADEMIC MERIT

 

1. Benefits and conditions

Sapienza calculates the amounts of enrolment fees and total and partial exemptions related to academic merit, taking into account both national regulations and university provisions.

The amounts are determined by the ISEE value for the right to university education and by merit requirements, where applicable, using a continuous and increasing function that guarantees gradual contributions and avoids so-called “fee bands” that generate non-proportional contribution values when moving from one band to another.

The calculation system also protects the lowest ISEE values in a guarantee range of up to €40,000 (low range) and progressively increases the values in the ISEE ranges between €40,000.01 and €60,000 (medium range) and €60,000.01 and €100,000 (asymptotic range). Within the guarantee range, the University may adjust the contribution curves without exceeding the value of the planned inflation rate (TIP) for the calendar year in which the current academic year begins.

The benefits and methods of calculating fees for the different ISEE value ranges for the right to university education are detailed below.

A. ISEE up to €24,000.

Law 232/2016 (and subsequent amendments and additions) established total exemption from first-year enrolment fees for those with an ISEE of €22,000 and the preservation of the benefit for subsequent years for those who meet the required merit criteria.

Sapienza has extended the ISEE threshold for obtaining this benefit to €24,000 (Board of Directors' resolution no. 254 of 21/07/2020), provided that the merit requirements laid down by law are met.

The necessary requirements are specified in point 2 below.

B. ISEE between €24,000.01 and €40,000.

Ministerial Decree 1014/2021 established thresholds for partial exemption from enrolment fees for those with an ISEE value of up to €30,000 and the merit requirements specified in point 2.

Before the Decree came into force, Sapienza had already provided for partial exemptions from enrolment fees for those who are currently on schedule and have an ISEE value of up to €40,000 (Board of Directors' resolution no. 219 of 8 June 2027). Therefore, the system takes into account both national regulations and university provisions and applies, as appropriate, the condition that is most advantageous to you (see point 2 below).

C. ISEE between €40,000.01 and €60,000.

For this range, the calculation formula called “Average Range” applies.

D. ISEE between €60,000.01 and €100,000.

For this range, the calculation formula called “Asymptotic Range” is applied.

E. Isee above €100,000.

For Isee values above €100,000, the standard enrolment fees are applied (Art. 38).

2. ISEE value and merit requirements: summary table

The table below specifies the calculation criteria for determining enrolment fees based on Ministerial Decree 1014/2021, supplemented by the concessions provided for in the Board of Directors' resolution no. 254 of 21 July 2020 and the merit requirements provided for in Law 232/2016.

Note: regional tax and stamp duty must be added to the amounts specified in the table.

A. The Infostud system automatically performs the assessment of the requirements, taking into account the following parameters:

- ISEE value for the right to university education;

- year of enrolment;

- number of CFUs (university credits) acquired between 10 August 2024 and 10 August 2025.

B. * For the purposes of calculating credits, the following are not considered valid:

- CFUs (university credits) obtained by passing extracurricular exams pursuant to Art. 6 (Art. 25);

- CFUs (university credits) obtained by passing supplementary exams;

- CFUs (university credits) obtained by passing individual exams (Art. 26);

- CFUs (university credits) obtained from the validation of examinations following transfer from another university (Art. 7).

C. The benefits specified in the above table do not apply if:

- you have opted for part-time study (Art. 30);

- your degree programme involves flat-rate enrolment fees (Art. 38);

- you have obtained validation of credits acquired in a previous degree programme (Art. 22), following withdrawal (Art. 32), forfeiture (Art. 34), or graduation (Art. 22). In all three cases, the non-application of benefits is limited to the year of validation only.

D. In the case of a change of programme (Article 6) or transfer from another university (Article 7), the benefits specified in the above table are applied taking into account the year of your first enrolment, and not the year of enrolment following the change/transfer.
